(Yicai Global) March 29 -- A series of special action plans to control air pollution in Beijing-Tianjin-Hebei region and the surrounding areas have been unveiled by authorities. The measures include new means to curb motor vehicle emissions and are the most stringent to date.
The "Beijing-Tianjin-Hebei and the surrounding areas air pollution prevention and control work program for 2017" obtained by the China Business Network says that Tianjin Port will no longer receive coal by road transport. It will substantially increase the proportion of rail freight within the region to speed up the sea-rail multimodal transport of coal.
It will make full use of Zhangjiakou-Tangshan and other railway capacity, with a substantial reduction in air pollution caused by long-distance motor vehicle transport of coal. By the end of July, Tianjin Port will no longer receive diesel trucks transporting coal to the port. By the end of September this year, all the coal destined to the ports from Tianjin, Hebei and the Bohai Sea region will mainly be carried by rail transport, banning the Bohai Sea port to receive diesel trucks transporting coal.
By the end of December, "2 + 26" cities must install about 10 sets of stationed and vertical remote monitoring equipment, two sets of mobile remote sensing monitoring equipment to monitor high-emission vehicles on the main roads, particularly to keep diesel trucks and high-emission petrol vehicles under check, says the new plan. It will also impose new measures tightening control of diesel fuel vehicles, including new restrictions on heavy-duty diesel vehicles in Beijing's six ring roads to guide the transit of heavy diesel vehicles around capital Beijing.
The Program proposed to strengthen the oil quality and vehicle carbamide supervision and management. "2 + 26" cities took the lead in completing the application of the same standard for urban vehicle diesel and ordinary diesel. By the end of September, all the supply of car gasoline and diesel shall be in compliance with the China VI standard, prohibiting the sale of ordinary diesel.
"2 + 26" cities refer to the cities with the highest air pollution along the Beijing-Tianjin-Hebei region, including two municipalities of Beijing and Tianjin, and 26 cities in the provinces of Hebei, Shanxi, Shandong and Henan.
The plan also calls for industrial restructuring in Beijing-Tianjin-Hebei and the surrounding areas this year to comprehensively promote winter heating with clean energy and suggests to tighten the management of industrial air pollution, implement industrial enterprises peak production period in heating season, improve the level of urban management, and strengthen heavy pollution weather response and other measures.
