(Yicai Global) Sept. 13 -- Guizhou province in southwest China will set up a cold chain logistics network by 2019 to reduce loss on agricultural product circulation, expand marketing scope, promote continuous income growth of farmers and contribute to poverty alleviation.

Guizhou released a three-year plan for a poverty alleviation program to be supported by cold chain logistics. Under the plan, the cold chain logistics center will cover nine cities of Guizhou this year, and will cover 88 counties (municipalities, districts, and special districts) by 2018.

By 2019, Guizhou will finish building a cold chain logistics network with Guiyang and Zunyi as center, municipalities as hubs, counties as nodes, and large-scale township agricultural products production base as ends. The cold chain logistics system will integrate refrigeration, transportation, processing and marketing, and achieve full coverage for cold chain pre-cooling in large-scale township agricultural production base, state-run Xinhua News Agency reported today.

To unblock distribution channel and realize whole-chain linkage of agricultural products, Guizhou will build or reconstruct a batch of air-conditioned cold stores and refrigeration and free-keeping storehouses with functions of graded packaging and pre-cooling warehousing in main producing areas of fruits and vegetables, as well as with functions of concentrated slaughtering and pre-cooling processing in main producing areas of eggs and meat.

Guizhou will support whole chain of low-temperature transport, encourage large-scale cold chain logistics enterprises to purchase cold chain transportation vehicles, and substantially improve cold chain transportation capacity within the province, while pushing production base, farmers market and the third party large-scale logistics enterprise to integrate inventory resources, and distribute jointly to reduce logistics costs.

Guizhou will also use Big Data means and integrate production, processing and circulation data resources to build a cold chain logistics Big Data platform integrating the functions of information release, whole-process temperature control, vehicle tracking, and goods inquiry.
