(Yicai Global) Dec. 8 -- Recent internet articles claim China's regulation of hospital costs has lowered the efficiency and quality of medical services. 

Jiao Yahui, deputy director of the Bureau for Medical Administration of the National Health and Family Planning Commission (NHFPC) of China, said today in rebuttal that service quality is a red line that cannot be crossed in medical work. The national medical quality control system has developed a comprehensive network to guarantee the quality of healthcare services, and various professional and specialized quality control centers are in place at the state and local levels. The quality of medical service is on the rise every year, data from these quality control centers show. 

NHFPC held a press conference today to introduce progress made in public health informatization and improvements in therapeutic services. A reporter asked, "Some recent online articles have blamed China's controls of hospital costs for a decline in medical service efficiency and quality. Have you noticed this phenomenon? Will the control of the pharmaceutical expenditure proportion be eased?"

Jiao Yahui replied that according to statistical yearbooks, the quality of Chinese medical service is on the rise every year, along with an increase in the number of people receiving diagnosis and treatment, even as the average length of hospital stays is dropping, all of which indicate the improving efficiency of China's medical services. 

The pharmaceutical expenditure ratio is also a key indicator that indirectly reflects improvements in the overall level of medical services, Jiao said. Thanks to China's active efforts to promote the rational use of pharmaceuticals in clinical treatment and standardize diagnoses and treatments, the proportion of expenditures on medicine has significantly declined, the revenue structure of medical services is becoming more reasonable, and the value of the medical labor force's technological work is more fully reflected. Motivated staff provide medical services with greater enthusiasm, and this further enhances people's sense of satisfaction with these.
