Pursuant to the Supplemental Agreement, the shareholders of the new company, Sichuan Energy Development Group Co., Ltd., are the State-owned Assets Supervision and Administration Commission of the Sichuan Provincial Government (hereinafter referred to as the "State-owned Assets Supervision and Administration Commission of Sichuan Province"), Sichuan Development (Holdings) Co., Ltd. (hereinafter referred to as "Sichuan Development") and the Department of Finance of Sichuan Province, and the actual controller is the State-owned Assets Supervision and Administration Commission of Sichuan Province.
