(Yicai Global) July 13 -- China recently announced network security censorship of companies seeking public offerings in the United States, arousing wide concern. But China’s fledgling network security censorship is similar to ‘defensive driving.’ It formulates security measures through preventive measures to achieve a controllable and stable network security, compared with that in the US which goes through the entire procurement process and without time limit.

The reasons why China adopted a ‘defensive’ network security censorship are as follows:

1) Chinese internet companies do not have the strengths of Apple, Google and Amazon, though some major ones like Alibaba, Tencent and Huawei have entered the top 20 global internet company rankings. Moreover, Chinese companies are limited to internet applications, and their control of underlying technologies and internet infrastructure is not comparable with that of US firms. China does not have a say in the global internet like the US does.

2) China treats domestic and foreign companies equally, while the main objects of the Chinese network security review are domestic companies and suppliers who watch the gates of China's cyber security. The targets for review this time are all Chinese firms whose main business is in the country.

3) Some countries criticize China's cyber security as a way to seek more favorable trade conditions. It is necessary that the police and central banks of various countries communicate and cooperate in order to jointly deal with transnational online gambling, telecom fraud and online money laundering crimes.

4) China's network security legislation is relatively new. Its main task is to ensure that cyber security factors do not affect the normal order of production and life in various fields of the domestic economy and society. Extreme cases and crimes should be resolved and combated through international cooperation.

‘Defensive driving’ is defined as reducing the risk of collision by anticipating dangerous situations, despite adverse conditions or the mistakes of others. Practice has proved that drivers who have undergone defensive driving training have greatly improved their driving safety.

China has launched security investigations into two truck-hailing platforms under Full Truck Alliance, online recruiter Boss Zhipin and the largest ride-hailing service provider Didi Chuxing to prevent data security risks and safeguard national security.
