China’s Central Bank Names New Deputy Governor China’s Central Bank Names New Deputy Governor

(Yicai Global) Oct. 21 -- The People’s Bank of China has named Xuan Changneng as deputy governor, the second appointment of a deputy to Governor Yi Gang in as many months.

Xuan, 55, was most recently deputy director of the State Administration of Foreign Exchange. His appointment follows that of Zhang Qingsong, 57, former president of Agricultural Bank of China, on Sept. 7.

The central bank’s four other deputy governors are Guo Shuqing, Pan Gongsheng, Fan Yifei, and Liu Guoqiang.

Xuan graduated from the University of Science and Technology of China before studying for a law master’s degree at the University of Pennsylvania and a doctoral degree in finance at the University of Texas, after which he joined J.P. Morgan Chase as a senior derivatives analyst.

He returned to China in 2000 and worked at the China Securities Regulatory Commission, China Construction Bank, and the PBOC. He became SAFE’s deputy director in August 2018.
