(Yicai Global) Dec. 2 --The Shanghai Administration of Civil Service will recruit Chinese civil servants with a contract of employment and an estimated annual salary of CNY500,000 (USD71,114) to CNY800,000 to lure talent to build the Lingang New Area, it said in a statement today.

The high-paid civil servant positions include offshore business researchers, smart city researchers, land space planners, corporate listing promotion specialists, and chief water service engineers, according to the statement.

The average salary in Shanghai was CNY7,832 per month last year, slightly lower than that of civil servants, data released by the Shanghai Housing Provident Fund Management Center earlier this year show.

Shanghai adopts annual salary negotiation and one-job, one-salary policies for contract civil servants and will fix the final salary in consultation with applicants and comparing their qualifications and abilities with those of similar employees, the statement added.

The open recruitment process includes online registration, qualification review, examination, inspection and publicity, per the statement.

Lying in the city's far southeast, Lingang became part of the Shanghai Pilot Free-Trade Zone in August. The area's industrial policy is benchmarked with free-trade zones internationally recognized as the most competitive ones to facilitate investment and business with overseas. Lingang boasts free movement of goods and flow of funds, highly open transport and quick information connections. US electric carmaker Tesla's new Shanghai plant, which recently went into production, is located in the area.
