(Yicai Global) Sept. 11 -- A total of 30 express outlets by both STO Express Co. [SHE: 002468] and YTO Express Group Co. [SHA: 600233] in Ruian, Wenzhou, East China's Zhejiang province, have been shut down because they failed to implement sender's real-name verification system and inspection procedures regarding unpacking, media reports said.

The Zhejiang Wenzhou Postal Administration, Wenzhou Public Security Bureau and Ruian Public Security Bureau shut down 24 STO outlets and six YTO outlets, which violated the "Counter-Terrorism Law of the People's Republic of China" and failed to implement the real-name verification system and inspection procedures concerning unpacking. Ruian is the first city to carry out such action in China. Similar inspections will be carried out in Beijing and Shanghai, the Beijing Business Today reported on Sept.10.

The special action in Wenzhou may be just the beginning of a series of inspections the officials are planning, some insiders pointed out. The express head offices of the listed logistics and delivery enterprises will establish 24-hour monitoring mechanism with their outlets and help improve supporting facilities and head office processing, they added.

The express and logistics outlets that were shutdown cannot operate during a three-month execution period as regulated by the Wenzhou Postal Administration. Such enterprises will have to instigate internal self-regulation procedures, which would inevitably affect their businesses, said Zhao Xiaoming, an expert on the industry.

Several Beijing-based STO and YTO couriers contacted by the Beijing Business Today about the real-name of the sender system said some clients rejected the door-to-door real-name verification in the capital. The real-name system is difficult to implement, they claimed.

Now the express real-name system and associated security issues have taken a legal dimension. Head offices of express enterprises will have to set out corresponding measures to implement the real-name system, Zhao added.
