On July 17, SMIC announced that Gao Yonggang resigned as chairman, executive director and chairman of the nomination committee of the board of directors due to work adjustments, effective July 17, 2023.

SMIC stated that Gao Yonggang has confirmed that he has no differences of opinion with the board of directors, and there are no other matters related to his resignation as an executive director that need to be brought to the attention of the company's shareholders. The board of directors expressed its gratitude to Gao Yonggang for his outstanding contribution to the company during his term of office.

At the same time, SMIC announced that Liu Xunfeng, the company's vice chairman, executive director and member of the nomination committee of the board of directors, has been appointed as the company's chairman, executive director and chairman of the nomination committee of the board of directors; effective July 17, 2023.

According to the company's official website, Gao Yonggang was the chairman and executive director of SMIC, and also served as the director or chairman of certain subsidiaries and shareholding companies of the company. Gao Yonggang is currently the chairman of Jiangsu Changdian Technology Co., Ltd. (600584.SH) and an independent director of Shanghai Yiluiguang Electronic Technology Co., Ltd. (688301.SH); he is also the executive director of China Accounting Association, the founding director of Hong Kong Independent Non-executive Directors Association, the vice president of China Electronic Information Industry Federation, and the executive director of China International Economic Exchange Center. Gao Yonggang has more than 30 years of corporate management experience and has served as the financial or corporate leader of many companies or institutions. Gao Yonggang was the chief accountant of the Institute of Telecommunications Science and Technology and the chairman of Datang Telecom Group Finance Co., Ltd. Gao Yonggang is a PhD in Management from Nankai University.

Liu Xunfeng, the former vice chairman and executive director of the company, also served as the vice chairman of Shanghai Chemical Industry Zone Development Co., Ltd., and also served as a member of the 14th National Committee of the Chinese People's Political Consultative Conference, vice chairman of the China Petroleum and Chemical Industry Federation, and Shanghai Chairman of the New Materials Association. Liu Xunfeng has worked in large industrial groups for a long time and has more than 30 years of enterprise management experience. He has successively served as deputy chief engineer, deputy director of investment engineering department, assistant general manager and deputy general manager of ethylene plant of Sinopec Shanghai Petrochemical Co., Ltd., deputy general manager of Shanghai SECCO Petrochemical Co., Ltd., deputy general manager of Shanghai Chemical Industry Zone Development Co., Ltd., Deputy Secretary of Party committee, president, Secretary of Party committee and chairman of Shanghai Huayi (Group), secretary of the Party Committee and Chairman of Shanghai Huayi Group Co., Ltd., Chairman of Shanghai Huayi Holding Group Co., Ltd. He has successively won the titles of Shanghai Industrial and Commercial Leader and Shanghai Outstanding Entrepreneur. Liu Xunfeng is a PhD in Management Science and Engineering from Xi'an Jiaotong University, a Master of Business Administration from China Europe International Business School, a Master of Reaction Engineering from the Department of Chemical Engineering of East China Institute of Chemical Technology (now known as East China University of Science and Technology) and a professor-level senior engineer.
