No longer safe and secure! The four major industry associations called for the prudent selection of American chips, and many companies responded to the business impact
DATE:  Dec 03 2024

On December 2, the U.S. government announced a new round of export restrictions to China, adding more than 140 Chinese companies to the trade restriction list, involving semiconductor manufacturing equipment, electronic design automation tools and other types of semiconductor products.

On December 3, the four major industry associations of the China Semiconductor Industry Association, the Internet Society of China, the China Association of Automobile Manufacturers and the China Association of Communications Enterprises all issued statements expressing their resolute opposition and calling on the industry to carefully choose American chips.

Four industry associations spoke out in unison

The China Semiconductor Industry Association believes that the U.S. behavior has once again undermined the long-standing consensus of fairness, reasonableness and non-discrimination in the global semiconductor industry and the purpose of fair trade in the WTO, violated the spirit of the World Semiconductor Council (WSC) charter that global semiconductor companies follow, and hurt the efforts of global semiconductor practitioners to unite and cooperate. The U.S. government's arbitrary revision of trade rules has caused substantial damage to the security and stability of the global semiconductor industry chain.

The China Semiconductor Industry Association pointed out that in today's global economic integration, the unilateral behavior of the United States not only damages the interests of Chinese and American enterprises, but also greatly increases the cost of the global semiconductor supply chain. As the U.S. export control measures continue to increase, its backlash effect continues to expand, and the arbitrariness of the U.S. control measures against China has also caused supply chain disruptions and rising operating costs to U.S. companies, affecting the stable supply of U.S. chip products, which are no longer safe and reliable, and China's related industries will have to be cautious in purchasing U.S. chips.

The Internet Society of China said that the United States' practice of generalizing the concept of national security and abusing export control means to unwarrantedly block and suppress China has shaken the industry's trust and confidence in American chip products.

"In order to ensure the security, stability and sustainable development of China's Internet industry, I will call on domestic enterprises to take the initiative to take countermeasures, prudently choose to purchase American chips, seek to expand cooperation with chip companies in other countries and regions, and actively use chips produced and manufactured by domestic and foreign enterprises in China." The Internet Society of China emphasized.

The China Association of Automobile Manufacturers also issued a document stating that it resolutely opposes the US government's generalization of the concept of national security, abuse of export control measures, and malicious blockade and suppression of China, which seriously violates the laws of the market economy and the principle of fair competition, undermines the international economic and trade order, disrupts the stability of the global industrial chain, and ultimately damages the interests of all countries.

The China Association of Automobile Manufacturers believes that the U.S. government's arbitrary modification of control rules has seriously affected the stable supply of U.S. chip products, and the trust and confidence of China's auto industry in purchasing chip products from U.S. companies is being shaken, and U.S. automotive chip products are no longer reliable and safe. In order to ensure the safety and stability of the automotive industry chain and supply chain, the association recommends that Chinese auto companies prudently purchase American chips.

The China Association of Communications Enterprises also issued a statement emphasizing that the U.S. government continues to generalize the concept of national security, arbitrarily revise control rules, and restrict the supply of chips and semiconductor equipment to China, which not only seriously undermines international trade rules, but also brings substantial damage to the security and stability of the industrial chain and supply chain of China's information and communication industry. China's information and communication industry has shaken its trust and confidence in the procurement of chip products from American companies, believing that American chip products are no longer reliable and secure, and calling on the government to carry out a security investigation on the supply chain of critical information infrastructure and take effective measures to ensure the safe and stable operation of critical information infrastructure.

In the statement, the China Association of Communications Enterprises proposed that the arbitrariness of the U.S. control measures against China has affected the stable supply of U.S. chip products, and in order to ensure the safety and stability of the industrial chain and supply chain of the information and communication industry, U.S. chips should be purchased cautiously.

The four major industry associations also emphasized the importance of global integration and the vision of promoting the common development of global industries in their statements.

The China Semiconductor Industry Association pointed out that the development of China's semiconductor industry is rooted in globalization, and its growth and expansion are based on globalization. We will always adhere to open cooperation, actively deepen cooperation with upstream and downstream semiconductor enterprises in various countries, and promote the prosperity and development of the global industry.

The Internet Society of China said that although the United States has neglected the stability and security of the global supply chain, China should still insist on expanding its independence and opening up. On the basis of ensuring security, we will continue to firmly establish and maintain win-win cooperative relations with all parties around the world to promote the prosperity and development of the global economy.

The China Association of Automobile Manufacturers emphasized that the automobile industry is a highly globalized industry, and China's automobile industry has always been rooted in global development. China's auto industry is in a stage of rapid development, especially the rapid development of new energy vehicles is an important driving force for the global green and low-carbon transformation, and also provides a broad market space for the global automotive industry chain.

The China Association of Communications Enterprises also proposed that China adheres to the concept of scientific and technological achievements benefiting all mankind, and will further expand the high-level opening up of high-tech industries, including the integrated circuit industry, actively help the global flow of knowledge and technology, accelerate the development of digitalization and intelligence, and continue to deepen mutually beneficial and win-win cooperation with all parties on the premise of ensuring security, so as to broaden the market space for the application of information and communication technology and products, and achieve a benign interaction between high-quality development and high-level security, so as to promote the prosperity and development of global industries.

A number of listed companies responded

Enterprises have also responded positively. On the inclusion in the entity list, a number of listed companies such as North Huachuang and Huada Jiutian said on the 3rd that the company's business will not be greatly affected for the time being.

On the morning of December 3, Huada Jiutian (301269) announced that the company and its subsidiaries were included in the entity list. According to the U.S. Export Administration Regulations, companies included in the Entity List are required to apply for an export license from the U.S. Department of Commerce in advance for the purchase of items controlled by the Regulations. The company is actively responding to the risks that may arise from being included in the "Entity List".

Empyrean said that the company strictly abides by international business practices and laws and regulations, and conducts business in compliance. The impact of being added to the Entity List by the United States is generally controllable. At present, the company's operation and financial situation are normal, and various businesses are progressing steadily. The company will seize the development opportunity to accelerate the localization process of the whole process of EDA tools.

On December 3, a staff member of the investment department of Wingtech Technology (600745) said that the company is still continuing to carefully assess this matter, and if the impact on the company will be relatively large, the company will definitely fulfill this letter disclosure obligation in the future.

The above-mentioned staff of Wingtech Technology emphasized that the company was included in the list as an investment company, not because of what business the company engaged in. "We now have a preliminary assessment that the impact of this (checklist) on the company is limited. From the supply side, it is generally said that it has to be restricted in the United States, and now there are not many factories in the United States, most of them are overseas, and the sales customers are not directly affected. The above-mentioned staff member said.

NAURA (002371) announced on the evening of the 3rd that the company was concerned that the website of the U.S. Department of Commerce released the latest "Entity List" on December 2, 2024 local time, including NAURA and its ten subsidiaries. The company's current production and operation are normal, and the inclusion in the "Entity List" this time will not have a substantial impact on the company's business. The company will continue to pay attention to and follow up on the development of follow-up incidents, and actively communicate with all relevant parties to do a good job in response.

In addition, Wanye Enterprise (600641), Huafeng Measurement and Control (688200), Zhongke Feice (688361), Huahai Qingke (688120) and other companies responded to the media on the United States' semiconductor export control measures, saying that they are not expected to have a greater impact on the company. Some companies emphasize that most of the company's core components have been independent and controllable.
