On December 27, 2024, Shanghai issued the "Implementation Plan on Artificial Intelligence "Molding Shencheng".

The plan proposes to aim at the frontier of technology, adhere to the application traction, and build basic foundations such as intelligent computing power clusters, corpus supply systems, virtual and real integration training fields, and industry base models by promoting artificial intelligence to "mold Shencheng", and create productivity tools in key fields such as intelligent terminals, scientific intelligence, online new economy, autonomous driving, and embodied intelligence, and focus on accelerating application empowerment in key industries such as finance, manufacturing, education, medical care, cultural tourism, and urban governance.

By the end of 2025, we will build a world-class artificial intelligence industry ecology, strive to exceed 100EFLOPS in the scale of intelligent computing power in the city, form about 50 industry open corpus demonstration and application achievements with remarkable results, build 3-5 large-scale model innovation acceleration incubators, and build a number of upstream and downstream collaborative empowerment centers and vertical model training fields.

In terms of accelerating the development of key productivity tools, Shanghai supports key scientific research institutions to focus on life sciences, material research, engineering technology, atmospheric analysis and other fields, and lay out and develop scientific intelligence platform tool chains and related scientific data sets. Promote innovative enterprises to cooperate with scientific research institutions to build demonstration bases for the application of scientific and intelligent industries, and accelerate the transformation of achievements in key industries such as biomedicine, integrated circuits, and new materials; Promote the strengthening of cooperation between end-side models and terminal enterprises, and create new artificial intelligence terminals such as AI terminals, AI mobile phones, and smart wearable devices; Support car companies to continuously optimize high-end intelligent driving systems, tackle key problems in intelligent cockpit operating systems, develop end-to-end large models of autonomous driving, and promote the research and mass production application of key chips such as intelligent cockpits and vehicle control microcontrol units; Focus on open-source robot ontologies and datasets, open-source autonomous simulation platforms, and create an open-source technology base. In terms of promoting the application of key vertical fields, the plan proposes to build a coordinated development ecology of key industries, focus on six key industries such as finance, manufacturing, education, medical care, cultural tourism, and urban governance, support leading enterprises to take the lead, promote upstream and downstream collaboration, form a three-link landing application cooperation framework of "model + practice + corpus", and accelerate the construction of a number of industry empowerment centers.
