Shanghai homes 1,060 regional HQs of multinationals and 631 foreign-invested research and development centers as of September, according to data from the Shanghai Municipal Commission of Commerce. 4,764 foreign-invested enterprises were newly set up in the first nine months, up 5.5% from a year ago.
