Chinese Users Voice Concerns as Car Sharer Delays Deposit Repayment Chinese Users Voice Concerns as Car Sharer Delays Deposit Repayment

(Yicai Global) Dec. 5 -- Users of ToGo Technology, which claims to be China's first car-sharing platform, have voiced concerns after encountering delays in receiving the repayment of their deposits.

Many users of the Beijing-based platform have complained on social media that it has been hard to receive refunds in recent times, with some still waiting for their deposits after two months, Beijing Youth Daily reported.

One user surnamed Qiu downloaded the ToGo app in June but has not used it since. He applied to get his deposit back at the start of last month and although his application was accepted, he is yet to receive a dime.

According to the app's terms and conditions, users can receive their repayment within seven working days if they haven't committed any traffic violations or been involved in accidents. Qiu has attempted to contact customer service repeatedly but no one has answered his call.

Many users in Chengdu and Xi'an are also still waiting for repayments. Mr. Li, who lives in Xi'an, paid CNY1,500 (USD219.1) as a deposit to use ToGo's shared cars in October out of curiosity, he said, adding that he never expected it would be so hard to get the deposit back.

He drove ToGo cars twice but applied to get his deposit back when he read online that other users were encountering difficulties in cashing out. Li was told by customer service to wait patiently for his refund on Nov. 23 though as of Dec. 3, he is still waiting.

Another case involves a university student surnamed Zhang, who applied for a refund in early October and was left waiting for almost two months. He complained in desperation to a consumers' association on Dec. 1 and received the payment the very next morning.

Mr. Wang, who lives in the capital's Chaoyang district went directly to ToGo's headquarters to submit his application in person. He received his payment four days later.

ToGo has been operating normally and is processing users' refund requests in batches, said the company's legal representative Wang Lifeng.

The reporter, posing as a customer, asked Wang Lifeng about what the deposits are used for. The firm uses all the deposits for an exclusive purpose, he said without confirming any reason for delays.
