(Yicai Global) Aug. 21 -- Telecoms equipment giant Huawei and Avcon Information Technology, which makes multimedia communications systems, have joined hands to produce visual command centers for emergency service departments.

The systems will improve public security, emergency responses and handling of maritime affairs, Shanghai-based Avcon said in a statement yesterday. Its share price [SHE:300074] shot up by the 10 percent daily limit this morning to CNY4.65 (66 US cents), giving it a market cap of CNY2.5 billion (USD354 million).

Huawei is the world's leading provider of communication solutions and a successful partnership could expand Avcon's share of the emergency comms market, the statement added, though saying there tie-up is only preliminary and the pair have not finalized money terms or what specific projects they will work on together.

The sectors the pair plan to tackle include wireless broadband, audio clustering, video conferencing and video scheduling, Avcon said. They will set up a crack team to determine which of their projects would be best to combine and market together.

Founded in 2003, Avcon mostly makes audio-video communication systems for urban security, emergency departments, online learning and digital banking and healthcare.
