(Yicai Global) Jan. 24 -- Shanghai plans to reduce the annual average density particulate matter 2.5 to below 35 micrograms per cubic meter in the next five years, per government work report targets published at the Shanghai People's Congress.

The city will also set up a pilot carbon trading program, the report said.

City authorities also laid out a comprehensive treatment scheme for Suzhou Creek. They aim to remove pollution from the trunk stream, tributaries and riverbanks; link up public spaces on both sides of the river; and renovate flood walls.

The city's average PM2.5 density was 39 micrograms per cubic meter last year and 62 micrograms per cubic meter in 2013.
