Merkel, Chancellor of Germany, has said several times publicly that she is against excluding Huawei from 5G network construction. Merkel, as an 'iron lady' that has served as the head of Germany's government for many years, is still very influential, though she is about to retire. Ursula von der Leyen, as to whose prospects Merkel is optimistic, has now been elected President of the European Commission and will thus have a significant say within the EU.

Most EU members will eventually make a neutral choice considering their own benefits, however.
