China's central government brought in the Law on Land Administration on Jan. 1 that allows farmer to sell their rural homestead land -- which they receive the rights to own at birth -- if they register their residence in another region.

Local governments are yet to devise specific rules governing who they can sell to, so as of yet the farmers are still unable to sell that land.

The homesteads are the domiciles of hundreds of millions of rural residents, so local governments are not likely to allow farmers to sell the land to buyers whose residence is registered in an urban area. There will likely be few significant changes in local policies this year to reduce improper administration of the sales.
