Still very unlikely. Though many companies in the sector have spared no effort in pushing forward with Level 4 autonomous driving over the past few years, existing mass-produced models in the market are generally at Level 2. Level 3 vehicles are still being developed.

Volvo, Ford, Baidu and other industry players have claimed that they plan to skip research on Level 3 cars and dive straight into Level 4, but it will still prove a big challenge.

Costs will be one of the biggest hurdles. Level 4 vehicles need systems to make independent judgments of complex road conditions, so sensors, brakes, steering, power supplies and control systems all need re-designing. China does not yet have rules covering the responsibility of driverless car accidents, so these cars can only drive in limited areas.
