Hong Kong today released its first-ever Five-Year Plan (2026-2030) to build a more open, inclusive, liberal, prosperous, and safer city, Chief Executive John Lee said. Hong Kong will strengthen its four centers and develop into a hub for high-caliber talent, consolidating and enhancing its edge in global competition, he added.
