(Yicai Global) Feb. 27 -- China will draft a new three-year plan for air pollution governance, which will focus on the Beijing-Tianjin-Hebei Region and surrounding areas affected by serious smog and other air pollutants.

China's ministry of environmental protection is currently preparing the new plan, said Liu Bingjiang, director of the department of atmospheric environment governance at the ministry, in a press briefing today, adding that the major direction of the plan will be to find solutions to the problems in the industrial, energy and transport structures that cause pollution.

In terms of industrial structure, the ministry will continue to adopt comprehensive administration method for those enterprises causing serious pollution, phase out backward production capacities and resolve the issue of overcapacity. It will also move such enterprises in cities with heavy pollution to other regions. The ministry will continue to eliminate unqualified enterprises across China through comprehensive regulations and will tighten its law enforcement and supervision, as well as setting higher standards for pollutant discharge.  

As for adjustments in energy structure, it will introduce stricter regulations over use of bulk coal. To this end, the ministry will step up controls over gross coal consumption in key areas.

Through transport structure adjustments, it will facilitate shift to railway transportation from the road one in bulk goods logistics, and will tighten the control over vehicle emission via new measures for vehicles and use of fuel and roads.
