(Yicai Global) Jan. 22 -- China Railway Construction Engineering Group Co. has been accused of using underhanded practices to qualify to bid on a major project in Nanjing, the capital of the eastern Chinese province of Jiangsu, Economic Information Daily reported today.

The wholly-owned China Railway Group Ltd. subsidiary allegedly forged documents and a state authority's seal and provided false information to get a shot at building a 100,000-square-meter project backed by CNY745 million (USD116 million) in Jiangbei New District.

The company was part of the consortium that won the bid, after the municipal urban and rural construction committee said, "bidding for the project will be carried out cautiously with regard for regulations and policies and with the aim of being fair and just."

China Railway Construction Engineering Group intends to send its project manager Zhang Quan'an to head the project.

The group played dirty during the bidding process, informed sources said. It faked documents to give Zhang credit for working as the project manager for a general contracting project in Shenzhen in October 2008 and bolster his reputation, they said.

Project managers' track records are an important factor in tender evaluations and China Railway Construction Engineering Group inflated Zhang's qualifications, an expert said.

The construction permit China Railway Construction Engineering Group provided may be a counterfeit.

As China Railway Construction Engineering Group used project manager Zhang's performance to participate in the bidding and his credentials are suspected of being fudged, the bidding results should be invalid, an engineering construction industry expert said.

China Railway Construction Engineering Group has not commented on the matter.
