Normal Trade Remedies Are Not Chinese Retaliation Against US, MOFCOM Says Normal Trade Remedies Are Not Chinese Retaliation Against US, MOFCOM Says

(Yicai Global) Feb. 2 -- China's recent trade measures against the US were all normal trade remedies, Ministry of Commerce (MOFCOM) spokesman Gao Feng said at a news briefing Feb. 1.

China has imposed anti-dumping measures on imported monobutyl ethers of ethylene glycol and diethylene glycol since Jan. 28, 2013. Based on China's unfair trade laws, the claimant in the original case is entitled to file a demand for a final review when the expiration of such measures nears. After receiving the application on Nov. 27, MOFCOM found it met the conditions for opening a case and then initiated a final review on Jan. 27. Thus, this probe was a mere routine trade remedy investigation, Gao said.

On inspection and quarantine of soybeans imported from the US, China's General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) signed a corresponding memorandum of understanding with the US Department of Agriculture (USDA) in 2010. The two also reached a consensus on a scheme to prevent and control impurities in US soybeans exported to China in December so that, starting from Jan. 1, US exporters must label soybean exports to China as having over 1 percent impure content when issuing corresponding phytosanitary certificates. When the beans arrive, China may adopt a classified risk management system for them with integrated inspection and quarantine, and it has thus not taken any action beyond the scope of the consensus.
