The 10-km road section is the second priority section opened after the first-priority segment of 42 km opened on March 2. Section D connects the two important cities of Bejaia and Bouira in Bejaia province.

China Railway Construction Corp. (International) is a wholly-owned subsidiary of China Railway Construction Corp. [SHA:601186].
