(Yicai) Jan. 26 -- Some deputies have made suggestions about how Shanghai could attract more innovative talents during the Shanghai Municipal People’s Congress, which is held from Jan. 23 to today.

Shanghai should improve its salary system for basic researchers by making 60 percent of their wages fixed and the remaining 40 percent based on their performance and results rather than on their working experience, said Yan Wei, vice president of Shanghai Maritime University and part-time vice chairman of the Shanghai Committee of the China Democratic League. Contributions to the social economy could also be included in the above evaluation system, he added.

The eastern Chinese city should expand the autonomy of researchers in using funds and increase their incentives to enhance the efficiency of scientific research fund use and improve the quality of research results, said Yang Rong, a member of the Standing Committee of the Shanghai Municipal Committee of the Chinese People’s Political Consultative Conference and full-time vice chairman of the Shanghai Municipal Committee of the Democratic Progressive Party.

Shanghai should adopt the “general knowledge plus specialization” concept when training to integrate talents, explore the “basic research plus application” interdisciplinary talent cultivation mode, and create an open and inclusive ecology to nurture talents, said Xuan Fuzhen, a deputy of the Shanghai Municipal People’s Congress and president of East China University of Science and Technology.

To meet the demand for talents brought about by the rapid development of the integrated circuit industry, Shanghai should continue to support the study of the key IC disciplines in local universities and colleges, improve the number of local IC students, and encourage the joint cultivation of key majors at universities and colleges, said Xu Yan, a deputy of the Shanghai Municipal People’s Congress and a deputy general manager at Shanghai-based chipmaker GTA Semiconductor.

Shanghai will promote the pilot comprehensive reform for the development of its talent system, innovate the scientific and technological talent evaluation system, and deepen the reform for title evaluation, scientific and technological achievement transformation, and scientific research funding management, Mayor Gong Zheng said in a government work report released on Jan. 23.
