(Yicai Global) Nov. 12 -- Xi 'an, a mega-city in northwest China's Shaanxi province, will construct an esports street in its economic and technological development zone to cultivate a sector cluster with cultural attributes in Shaanxi, of which it is the provincial seat.

Dalian Morningstar Network Technology and the administrative commission of the Xi'an Economic and Technological Development Zone signed a framework agreement on Nov. 9, the A-share listed company said in a recent announcement, but without elaborating on estimated investment.

The cluster will plan and incubate esports training, cultural, tourism and investment  projects, per the announcement. The commission will supply services and land and planning for construction and facilitate financing.

Morningstar Network Technology will run the project. Its wholly-owned unit Halcyon Network will form a local firm to design and operate it.

Shaanxi Hanyun Real Estate will be its general contractor, developing residences and business facilities and decorating commercial buildings, the announcement stated.

The two will work together to build blockchain-based smart communities for the complex, the announcement added.
