Shanghai yesterday proposed two fare adjustment plans for its metro system, potentially marking the city’s first subway fare increase in 21 years. The proposals would raise average fares by about CNY1 (15 US cents) to offset rising operating costs, with a public hearing scheduled for Sept. 7.
