(Yicai Global) July 19 -- Dalian, an important port city in China's Liaoning province, opened a new customs administration today to expedite the bulk trade of commodities in the country's northeast, Xinhua News Agency reported.

The jurisdiction of the Beiliang Port Customs will cover the Beiliang port area, the designated entry point for imported grain, the ore terminal with bonded area, and Xingang port with an oil storage capacity of 17.5 million cubic meters.

Last year, the total weight of imports and exports of grains, petrochemicals and iron ore in the three port areas reached 128.2 million tons and was worth USD28.3 billion.

The new authority unveiled 10 measures at its opening ceremony, including simplifying the process of administrative licensing, promoting convenient tax payment methods, implementing the entry-first inspection-later method for bulk cargoes, promoting online customs services, and expanding the bonded business scope of iron ore and petroleum.

Their implementation will help the development of northeastern industries such as grain processing, steel-making, energy and chemicals, and promote the region's opening up and high-quality development, according to Zhang Tianqiao, the Beiliang Port Customs' first director.
