(Yicai Global) Sept. 20 -- Tesla's new factory in Shanghai has passed its second pre-production government inspection, moving the American electric carmaker one step closer to meeting its goal of making 3,000 Model 3s in China by the end of this year.

The government of Lingang, the up-and-coming area in the city and home to the plant, signed off on the building's planning, construction, fire safety, lighting and archives, the Beijing Review reported yesterday.
