(Yicai Global) Dec. 6 -- Tesla's Shanghai plant -- its first factory outside of the US -- will begin a limited production of vehicles in the second half of next year.

Terrain leveling has concluded at the site, which is now set to break ground, Shanghai Securities News reported. Partial operations are slated to get underway during the July to December period of 2019, it said.

The Gigafactory project in the Lingang Industrial Area integrates research and development, manufacturing and sales, and is the largest foreign-invested industrial project in the city's history, said Shanghai Mayor Ying Yong during an on-site visit yesterday. 

Zhu Xiaotong, chief executive of Palo Alto, California-based Tesla's China business, explained the factory's set up to the mayor and other city leaders, who also viewed the firm's top-selling car models and urged it to speed the plant's construction while ensuring production safety and project quality, the report added.

Advanced manufacturing and strategic newly emerging industries are great pillars of Shanghai's economy, Ying noted, adding the city will promote smart production, industrial innovation, industrial development at the grass-roots level and swiftly raise the caliber and level of growth in its real economy. 

The eastern Chinese megacity will also lead high-end development, innovate and transform its manufacturing, fully integrate innovative industrial chains by expanding opening-up, pool global resources, and foster new energy vehicles and other world-class novel technological clusters in its industrial sector, the mayor also advised.
